LG 700E Monitor problem

Recently i had to service a 17" LG 700E Color CRT Monitor. I approached a computer service company in coimbatore and they diagnosed and told me the N.O.T (NO-Volt) coil is the problem. They told it will cost 650 to change the NOT coil. What is the purpose of NOT coil? Why it costs this much? Anybody have any idea?
